Abstract:
This study seeks to empirically establish the factors constraining the development of a local content law for the construction industry in Ghana by employing the Delphi method, and to suggest measures to address them.The Delphi method is a qualitative research method that seeks to establish consensus in the views of experts on a subject under investigation and to predict the likelihood of an event through rounds of survey.Structured questionnaire was used to collect data from the experts (respondents) via e-mail. In all 17 experts completed a three-round Delphi process. Data was analyzed using the median, mean, standard deviation, interquartile deviation, and percentile.Consensus was reached on nineteen factors to have been constraining the development of a local content law for the construction industry in Ghana,among the factors were lack of sponsorship from international financial institutions and aid agencies to enact the law,and, lack of political will to develop a local content law for the industry. Therefore, this study recommends among other things, that an alternative financing model devoid of foreign aid be developed to finance the development of a local content law for the construction industry in Ghana; and government ought to demonstrate political wellness and commitment in developing the local content law for the industry. The findings of this study will add on to existing literature on local content, and also form the basis for future local content studies. More so, it will inform stakeholders in formulating policies that seek to address the issue of local content law for the construction industry in Ghana.
