| Abstract: Developing maritime countries require continued and enhanced investments in capacity-building programmes to develop human resourses as a result of current advanced technology and increasing automation of shipboard and systems operation as well as competition for customers’ service satisfaction. This paper critically analyses capacity–building in the maritime industry through planning, implementation, monitoring and review stages; and emphasizes the importance of strengthening institutional capacity and human resource development. It is also necessary to reiterate that education and training must be given key priorities to bridge skills gap for sustainable maritime industry. Financial implications have hindered skills acquisition in some third world countries hence International assistance is needed. The Paris Convention agreement to address current and emerging capacity-building in these countries as well as the method Nigerian Government adopted to bridge skills gap in the maritime sector are reviewed. Conferences on capacity-building are expected to adopt resolutions that will involve International and non-governmental agencies as well as captains of industries in developed nations to give support to national capacity development in third world maritime countries particularly in the area of sea-time training in foreign vessels. |
