Cyber security is an engagement that requires holistic and continuous approach in all level of technology innovative life. It requires a focal point for institution and stakeholders in the information systems infrastructure. Due to its increase in complexity; shift towards other service platform and growing reengineering gives rise to more threats. The impetus of the study is to review the cybersecurity surveillance existence and the counter regulatory laws governing its use, for its success to foster the gap for application uniformity. From the reviewed literature, the findings revealed that, balancing between technology advancement, diverse cultural norms and trust is an impediment in the implementation of cyber security surveillance control and its counter regulatory laws and policies. Therefore the study recommended for effective legislation of cybersecurity regulatory laws, there should an honest collaboration between the government and business enterprises both in government and in private in order to share more information related to cyber threats, vulnerability and consequences.
