Article Title:
Solid Waste Management Laws and Methods of Disposal in Nigeria: A Case Study of Lagos, Akwa Ibom and Cross River States

Abstract:
This paper critically examined solid waste collection and disposal challenges against the plethora of policies, laws and regulations in Nigeria based on inductive analysis of Lagos, Akwa Ibom and Cross River States? laws. The paper adopts doctrinal research method. This work finds that there exists a clear and obvious issue of role conflict and usurpation between the national and sub national governments vis-?-vis the constitutional functions of solid waste collection and disposal assigned to the third tier of government. Also, the research reveals an overt case of revolution by the federal and state governments against constitutional provision through the enactment of national environmental regulations on solid wastes control and the establishment of states? legal and regulatory frameworks. The Author believes that adoption by Nigeria of the Malaysia?s three tier levels of solid wastes management system, which statutorily assigns solid wastes management functions to the three tiers of government based on a national solid wastes management policy will contribute to the legislation, plans, actions and regulations toward solid wastes management in the cities across Nigeria.
