| Abstract: The Botswana government strives to improve the livelihoods of its citizens through the provision of quality education. The Ministry of Basic Education (MOBE) therefore finds it necessary to implement projects aimed at improving teaching and learning such as Strengthening of Mathematics and Science in Secondary Education (SMASSE) which was aimed at improving learner performance in science and mathematics which had been seen to be declining. The aim of this study was therefore to explore the challenges that characterised the implementation of the SMASSE project. The research design adopted for this study was a survey and the research methodology was quantitative whereby a self-administered questionnaire was used to collect data on the challenges bedevilling the effective implementation of the SMASSE project. A sample of 70 respondents comprising teachers and school heads was selected through stratified simple random sampling from a population of 116. Data was analysed through the Statistical Package for Social Sciences (SPSS) which produced statistical output in the form of tables and figures. The findings of the study revealed that the implementation of the SMASSE project was bedevilled by challenges such as lack of top management support, ineffective communication of the project triple constraints, inadequate definition of project goals, inadequate funding and inadequate time for project implementation among peers at the lower level. The study proffered some recommendations which can enhance the effectiveness of project management in the MOBE as well as assisting in revamping policy development initiatives for project management. |
