Article Title: Assessment of Capacity Building on Learning of Vocational Courses in Federal College of Education (Special), Oyo

Abstract:
Capacity building is defined as a weapon for building institutional manpower. It is also a wide range concept with numerous interpretations. Capacity has been commonly explained as a basic human resource issue; a matter of building institutional labour strength to the point where there is an adequate skill base to fulfil the tasks of an organization. An organization may thus have suitably trained personnel but lack a clear mission and strategic goal, and also have adequate governance and management structure to support the so called professional personnel in acquiring more knowledge or further studies which will affect the strong productivity skills of the personnel. For the professional teachers who need to get advance study through Tertiary Educational Trust Fund (TETFUND) as support for Doctor of Philosophy (Ph.D), Master and Post Graduate Diploma in Education (PGDE) degrees in vocational educational courses, TETFUND invests in improving teachers ‘quality as in acquiring more skills as well as investing in facilities and equipment. Basically, this research explored the trajectories between teachers’ capacity building and effective teaching and learning most especially with reference to the Nigerian context where vocational education courses are facing unprecedented challenges. The study attempted to examine among others the benefits of TETFUND programmes in relation to capacity building of teachers of vocational courses in teacher training colleges. The report indicated that respondents (90%) indicated and ranked highest in financial assistance and aiding of academic staff training and development as the benefits derived from TETFUND. The tide of teachers’ under performance can only be solved when attention is given to the building teachers’ capacity structure to enhance a successful and learning activity.
