Article Title: Towards A Sustainable Capacity Development Of Middle Level Man Power In Ghana: A Delphi Enquiry Into The Influencing Factors Of Examinations Malpractices In Examinations Administered By Technical Examinations Units

Abstract:
All over the world, examinations malpractices have been a derailing factor to sustainable development of the required technical capacities for the job market in the construction industry. This qualitative study seeks to empirically determine the factors (main and sub) that influence examinations malpractices in examinations conducted by Technical Examinations Unit (TEU) in Ghana and, to suggest measures to address them. It employed the Delphi method in soliciting views from a panel of experts. In all 17 experts completed a three-round Delphi process. Data was analysed using the median, mean, standard deviation, interquartile deviation, and percentile. The research revealed that seven main factors namely: parent influence, invigilators influence, school authorities influence, government influence, teachers influence,Technical Examinations Unit (TEU) influence, and students influence, and thirty-seven subfactors influence examinations malpractices in examinations administered by Technical Examinations Units in Ghana. Relatively ranking by the mean scores, teacher influence ranked the 1st most influential factor with aggregate mean score of (8.37) whereas the parent influence was ranked7th with an aggregate score of (8.035). It worth recommending that TEU in collaboration with schools’ authorities and security agencies, as a matter of urgency, flash out agents involved in commercialization of examinations malpractices. Again, TEU should ensure thorough background and integrity checks of persons assigned as invigilators and intensify orientations for invigilators so as to curtail the degrading moral values of some invigilators. This research will inform TEU and stakeholders in Ghana’s Technical Vocational Education and Training (TVET) in fashioning out measures to address examinations malpractices. It also serves as a basis for conducting further research relating to examinations malpractices.
